Shut down AFTER this shut down and Trump GUTS ALL NON ESSENCIAL DEPARTMENTS AND WORKERS....
If a shut down is to occur... the only ones not getting paid are ALL HOUSE, SENATE, and EXECUTIVE MEMBERS OF THE GOVERNMENT.
Light a literal fire under their dumb asses to get things rolling.
That would be kind of hard to accomplish Conditionally since the legislation needed would have to pass the legislature it would target. Also, why would the Judicial branch get a pass in your proposal?
