Champagne is called "Champagne" because it's made in Champagne, France. If it's made somewhere else it's not really Champagne. In the same way, there can't be such a thing as French Bourbon because Bourbon is made in Bourbon county, Kentucky.

To be fair, it could mean “California Sparking Wine” in this context, I wouldn’t expect GEOTUS to be a pedant about such a distinction. But you are technically correct, the best kind of correct.
