Unfortunately, there will be situations where the normal beat cops might not have the training nor gear to handle effectively like hostage situations or other armed crisis.
And to bring every single police officer up to the level that they can all perform SWAT duties might not be a cost-effective solution, both in terms of the limited manpower pool (SWAT officers are typically not Officer Donuts) and the cost to supply and train all of the officers.
I'd actually like to see SWAT abolished completely.

Swatting has been called in on kidnapping threats, domestic violence, intent to do violence, etc.
Honestly it's pretty simple- I don't think there should be any SWAT units at all, and those should mostly be dealt with by militia
They wanna swat that 2nd amendment out of the Constitution
I don't think we can do away with SWAT. They provide a necessary function.
There should be another way to handle it tho. If SWAT shows up and it's a quiet, lazy neighborhood, surely they can learn various approaches.
