I think a big problem of SWATTing is that the law enforcement response is so predictable and dangerous. Instead of law enforcement evaluating the situation and making judgment calls, they're busting down peoples' doors, screaming at them, and pointing guns at them. If an anonymous caller is saying something crazy like, "A man already shot his kid and is threatening to shoot his wife", it might make sense for an officer or two attempting to gauge the situation and see if the story matches what was said on the phone..
Also, the punishment for SWATTing should be the same as attempted murder.

They literally can kill people as long as they just claim they just feared for their life, even if their fear was induced by a guy on his couch w/ his hands in the air. There should be no anonymous calls on this stuff, especially now that we know it has been weaponized. If you're telling the truth then there should be no problem with saying who you are. However you're depending on the cops to not tell the perp your info, so I see both sides.
There's records of everything so if they truly wanted to investigate there would be no anonymous calls. Many anonymous " tips " are made by their own agents anyway to justify their actions that wouldn't be legal otherwise. CPS is notorious for this to steal kids.
