Let me get this straight: The basement (underground) of a large public building has rooms (presumably lockable for equipment or supplies storage) with "no windows" (gasp!). And there is access through means separate from the public entrances...as would be convenient for vendor services (i.e., a "service entrance").
I don't think the Kennedy Center is the Opera House from the "Phantom of the Opera."
