This is always the tell for blackmail. The blackmailer wants the blackmailee to do their bidding but can't push too hard or they unveil the blackmail it becomes a scandal and erodes the power of other and future blackmails. Since J Edgar the FBI's primary function was coercion, leverage and of course blackmail. It's now obvious that Roberts is corrupt. Will this ever change? The players are up to bat to rally our trust in authority.
