I actually used to have the world record benchmark for a certain overclocked AMD CPU on a certain benchmark site... You'll just have to take my word for it though because i cant dox myself.
Supposedly my home PC with a z790 board 13 inch and CPU can overclock but every time I fuss with it it won't run. I really wish I understood overclocking better
The way I see it, if you need cooling so bad that you risk getting water all over your hdd then you might as well just attach a commercial AC unit directly to your cpu block and shoot for the moon..... Its actually a great option if you have solar and live in a very sunny location.
Water cooling is better though. I'll be the first to admit it....I love the smell of a maxed out CPU fan in the morning!

Overclockability has a lot of variables. A lot of it depends on what CPU you have and what kind of ram.
Yes...of course it is... think old school beetle or corvair vs modern water cooled (or motorcycles... those early Gixxers tho...wassup?)
Some of us "old enough to know better" don't want ANY possibility of water leaking EVAAAR...
It's hard enough when the kids overflow the toilet....
The latest water cooling chit is pretty well sorted through now tho...Oringed gaskets, CNC machined mating surfaces etc.
