I'm invoking the Bongino rule on this one. There are a lot reasons this event happened, and we have little to no insight on this one.

Explanations:

Accident
Intentional leak check to root out moles and information flow.
Intentional sabotage by staffer.
CIA access operation to make NATSEC staff look bad (they have a back door to Signal as does NSA).

I have not seen anything to support there being classified in the text. One would have to willfully do this by transmitting information from the high side (classified) to the low side (unclassified) and either cut and paste it or attach a document into the Signal chat.
