You could say the same thing about any criminal! "Well, they grew up in a rough neighborhood, so you can understand how they became a criminal". EVERYONE has a choice in what they do in life. Some choose to be criminals. Some choose to break the law, even if they weren't previously a criminal. There are probably plenty of people in DHS who wanted to leak the info, but didn't, because they knew it was a crime.
