He does seem mad to me. A madman, probably sent into madness by realizing several things: He was installed and does not deserve his position; he has overseen the destruction of his own country, and he is a comedian, so returns to that mindset as he supposedly "negotiates" himself out of continuing to murder. He will soon crash, I think.
