In my state (not GA) it says on the instructions that I may only turn in my own and ONE OTHER FAMILY MEMBER'S ballot and the one turning it in for the other one has to sign at the top that they are the ones turning it in, otherwise it is a class 6 felony.
To protect against voter fraud, Georgia law only allows close relatives and caregivers to request and return absentee ballots for another person. If you are either a close relative or caregiver, you can download an Absentee Ballot Application and send it to the voter’s county election office.
In Georgia, a voted absentee ballot may be returned by a family member (defined by the law) or a household member. Voted absentee ballots of voters confined to a hospital or with a physical disability may also be returned by a caregiver.
Nowhere does it say that in Georgia you may turn in unlimited numbers of ballots. It says 'a voted ballot'.
