It says something like you have to be a "tax netpayer" and "make more than $40,000" a year. A bit disheartening if that's true, there's lots of hardworking Americans who dont make that much, that still need it :(
and wtf does a "net taxpayer" even mean?
Any American that crows about how they did not file on April 15th because it is unconstitutional.
Tax evasion is a separate issue.
My point is the cost of waste and abuse and to Americans goes WAY beyond who paid income tax and how much they paid.
