Limit international student visas to 2% of the student population.

We should limit the student visas issued to 2% of the student population of our Universities and colleges. AT MOST.

1%. If 1 university or collage has 5,000 enrolled, that's 50 foreigners. Then the next university and hour away has another 50. You know what, maybe 1% might be to much aswell.
