OK, think of this: Skateboarding didn't start as "skateboarding".
Skateboarding started as "sidewalk surfing" because lots of kids didn't have an ocean handy, and still wanted to play. So what did they do? Stole their sisters old skates, nailed them to a plank of wood, and started goofing around going downhill on the sidewalks.

Approved of? Not really, but boards got better, and more refined, and midwest kids got to surf.
