Looking at the lists, you can easily see who are already fair with trading and who are not, especially amongst allies.
In my opinion, they really stand out as bad actors. The EU as an example. The US rebuilt Europe after WWII with the Marshall Plan, and their way of thanking us has been to rip us off for many decades after they recovered.
For those with already low tariffs on the US, I would expect them to win lots of new business for being fair trading partners. They are already calibrated to succeed with low tariffs. The countries with huge tariffs on the US are basically screwed, as they should be.
