I think people need to keep in mind that "non-citizen" does not mean "illegal".

There are many non-citizens in the US with SSNs that are completely legal.

Green Card holders, people here on work visas, spouses and dependents of those people, people here seeking asylum or refugees.

Those people are all part of those 5 million people who received SSNs. Which they need in order to work.

I think that people are intentionally making people think "non-citizen" equals "illegal" and are relying on people to not look into things further.
