Greater in relation to what?
Basics and thus the highest good: Life, individual freedom and pursuit of happiness and the other 12 amendments.
When saying: the greatest good, that is quite the claim, is it not? It sounds morally absolute, yes?
But the greater good sounds better. It sounds like a determination has been made, an intelligent thought process, with open mindedness.
But it is not. It is a thinly veiled bull shit thing, that serves as a red herring.
