Well anyone getting a cdl is required to go through entry level drivers training they also have to get a permit and pass the road test which includes pretrup inspection etc before 2022 you just had to get a permit and pass the road test. Check out

In my state you are absolutely required to read write and speak English to get a cdl. I've had drivers from other states try to argue with me because they wanted to test in whatever language they spoke stating they were allowed to in their state.
