The EU has realised that it can no longer hide under the current NATO setup where the USA takes care of their defence. In other news they have no money to build their own replacement defence force.

It's my guess that anything about "tariffs" is just jawboning for public consumption. I suspect the real deal is being done out of sight where EU promises to buy absolutely loads of American weapons and in return nothing very bad happens to their exports to the US.
