That can happen, ask Ukraine. They provoked Russia by killing Russian speakers on the border for eight years killing 14,000. Russia tried to negotiate several times. Finally, when Russia intervened they were accused of starting the war. Completely unprovoked, they said!

A similar thing happened in Poland in the 1930s. They started killing and torturing the Germans who, after WW1, now found themselves living in Germany. Germany tried to negotiate several times but eventually decided to send in the military.
