I hate to be the one to have to tell you this, but... You live in a STUPID state. I'm sorry. The only cure is to pack up and move to a SMART state. I live in a smart state and paid $2.65 a couple days ago. The other option for you is to become active in your government and encourage those around you to GET SMART. It may take years for the leprosy in your government to heal but we must keep pushing.
