This is so bad!!!!! These heads of these agencies & department who have turned a blind eye to this wanton theft must be indicted for willful mismanagement of taxpayer funds and instead of prison sentence, they should face complete forfeiture of their personal wealth and retirement plan as reparations to the taxpayers! Nothing could punish them more.
