You tell him. It absolutely means a lot. Under any other president you couldn't even put in the request.

If you were lucky you just got ignored. If you weren't, they filed criminal charges against you, threw you in jail for your troubles. There are many doctors that have served time over this already for speaking up. THIS IS A BIG DEAL.
