A communist person would be someone who believes Communism can work and thus, wants Communism. A communist government would be a fascist government that implements communism (I assume they're fascist/totalitarion/dictatorial because you can't implement communism without forcing people to go along with it--which is fascism).
China already knows from experience that communism doesn't work, that's why they scrapped it. You're basically using communist/communism as a loose pejorative that encompasses any person or regime who believes in total government control.
There are actual communists in our country--people who actually believe that Capitalism is evil and Communism is the solution. They're mostly C- college students who smoke pot all day, but yeah, they qualify. But that's just not China anymore.
Fascist dictatorship? Yes. Communist? Not anymore. Their government is fascist/authoritarian/dictatorial, but no, they don't practice, or believe in communism anymore (if they did believe in it they'd still practice it, they're a dictatorship after all).
Simple example: all cats are animals but not all animals are cats.
