Not sure...Pete said all of China's cranes were loaded with surveillance tech, but of course we knew that...the mention of a tunnel was surprising.

It is part of a project to establish a 34 km (21 miles) rail link in Panama City aimed at alleviating road congestion, reportedly. The tunnel is to go from one side of the Canal to the other side, apparently in the Panama City section.
