A few details: The tunnel is part of a larger 21 mile monorail project in Panama City aimed at revealing traffic congestion (reportedly). A South Korean consortium was granted the whole contract, including tunnel design, but subcontracted to the "China Railway Tunnel Group" to do the actual tunnel work.

Seems they would need permission from us to have a train tunnel construction project or any project there!! They really felt it was theirs, apparently. They are so screwed.
