Somehow, this all has to go to the military. We've all wonder why Trump keeps Lindsey Graham around. We forget, or don't know, that Graham is a JD and was JAG for years, before he was a Senator. I think Graham is Trump's subject matter expert on how to get martial law involved in this. I believe Graham has stated that, in certain conditions, civilians can be subjected to military courts. THAT is what needs to happen.
Yes, it was during the Kavanaugh confirmation hearings that Graham and Kavanaugh had that very interesting discussion about military courts martial, civilians, etc.
