Clear your mind of the cognitive dissonance. It's not the voters.
These changes are all driven by the people who are brazen, flat-out liars. They only pretend to count the votes. Instead, they measure how the public perceives the results, and they measure what the public believes is plausible, and then go for it, publishing results that match their formulas. They push the famous Overton window and tilt it, so they can push it further each cycle.
The university and illegal aliens are there to backfill and support their narrative more than drive it.
