Yup, this is true. Sede Vacante. The seat is empty. The seat in question is the wooden Chair of Saint Peter, the Papal throne or Cathedra Petri.

Technically, there is no Pope or Pontiff Maximus or Bishop of Rome currently. Election of a new Pope won't start for 15-20 days.

The Cardinals (under 80) will be sequestered and select a new Pope.
