Peter was not a pope. He was a disciple and those Words of Jesus were stating that the Church was to be built upon the Rock Jesus Christ, not upon Peter. The Catholic Church came about years later and was not authorized by Jesus. The church referenced here are those who have trusted in Jesus as their personal Saviour.
Thank you for adding context. This is exactly what most Catholics miss the most. They fail to deep dive scriptures and would rather take what they've heard and use that for truth. Catholics have always butchered this scripture. I'm not sure it could be taken more out of context.
