Systemic injustice requires systemic punishment unfortunately... however these suits can actually force accountability even if the suits themselves don't go forward. This should trigger an audit on individual employee actions with a dollar-cost value assigned to their misconduct that should make removing those who abused the system easier.
Once individuals are removed for misconduct they can be individually sued as they are no longer representing the system itself, and have been proven to have misrepresented the system for their own personal reasons. They should bear responsibility themselves.
