Malpractice IS "doing it on purpose." I was actually looking for the word "malfeasance (deliberate), " which is different from "misfeasance" (negligent). It's a crime against humanity, spelled out in the Nuremberg Code. Depending on severity of the violation, i think death was a condign penalty.
