Crack down on places that hire, crack down hard. that will remove a good percentage of people, make sure those with work visas leave when the job is done, a lot just decide to stay, if there is absolute restrictions, it will have an effect. Farmers complain a lot about government regulations, but they seem to have no consequences for hiring illegals, no documentation? No work, period.
