Why .18 cents per mile? Because the government was paying the companies. 18 cents per mile for every mile that the driver drove for the first year. At about 10 months the company cuts drivers miles and that cuts his paycheck and he is forced to leave. So the company brings in another trainee and the free labor cycle starts again.
