Reagan was a puppet patsy. [H.W.] ran that whole Admin from the 82 midterms until his swearing in as POTUS in '89, and probably had been running it from the beginning. If it hadn't been for Hinkley's screw up, we would've had [HW] as POTUS a lot sooner than we did.
