Section 4 of E.O. 13818 provides that the prohibition on any transaction or dealing in blocked property or interests in property includes the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to E.O. 13818, and the receipt of any contribution or provision of funds, goods, or services from any such person.
