It is a national park that is open every day but Thanksgiving, Christmas, and New Years Day. Tours go all over the area. I would think someone would notice.
When everything you need (and everyone) would have to be ferried over and back that would be noticeable. Then the constant tours going through the cell blocks would make things almost impossible. Add to that the fact that all of the building materials and equipment would be easily seen by everyone. That would've made the national news - "Alcatraz undergoing major refurbishment - Reasons unknown".
Everything would have to be renovated. Sixty years of no maintenance, lead paint everywhere, water pipes that likely broke long ago, probably asbestos in many places, and everything else required to make the facility habitable without the courts shutting it down on day one would be seen easily. The only real way they could reopen Alcatraz for actual use would be to demolish it and rebuild. It would be an order of magnitude quicker, but San Francisco would fight in Federal court and drag it on for years. That's their most popular tourist attraction. They could drag it on past Trump's term easily.
The whole reason it closed in the first place was because it was too expensive to keep up and to run since it is an island. It took too long and was too expensive to get basic stuff there and back. I don't believe they are secretly working on the facility yet, and I'm not sold that they ever will. I'd suggest a maximum security penitentiary in Alaska. Plenty of space, easy to defend, easier access by truck, and plenty of wildlife (and cold weather in some places) to discourage escape. Greenland would be better though.
