Alcatraz - at least in it's present state - will not happen. The pipes are all bad so no running water. The power lines need upgraded. The caretaker from NPS said the concrete is so bad you can punch through some of the walls. It would need to be torn down and rebuilt. They are doing some renovations, but those are only for the areas tourists can go.

I would put my money on Rikers since the Feds just took it over from NY.
