In the mean time, why not start breeding crocs? Without guns you have to use what's available. Get a bunch of people to breed crocs and release them all at the same time outside of Parliament House when everyone is going to or from work. You also have a bunch of venomous snakes and spiders. Maybe mix and match. For that matter, you could build those air cannons, but instead of shooting potatoes you could load them with the spiders or snakes - making them assault snakes.
