The Picatinny contract between Pfizer/BioNTech and the Dept. of the Army openly speak of the mRNA Covid injection as a prototype. The mRNA platform was the goal from the beginning.

The intent of this prototype project is to demonstrate that Pfizer has the business and logistics capability to manufacture 100M doses of its currently unapproved mRNA-based COVID-19 vaccine for the Government (b) (4) , using the Pfizer/BioNTech unique mRNA delivery system...
"based on domestic manufacturing" stands out to me, because from some accounts I've heard from people that worked for Pfizer, a lot of their so-called vaxxes came from China.
That’s probably one of the drivers for this contract, Pfizer didn’t have a domestic supply chain at that time with the was capability of producing that volume.
Also there were initially very stringent cold chain logistics requirements for the vaccine. I think that was relaxed after Biden took office.
