One glaring flaw. You’ll also need to add at least 4 purity and litmus tests. Each with a different version of what it means to be Libertarian. So the citizens have something to argue about and beat each other over the head with. Arguing over who is “Really a Libertarian”.
It’s not Libertarianism without stupid arguments and purity/Litmus tests.
Though TBH. This seems more a vague flavor of Socialism. Rather than something libertarian. Granted one could venture under some of the more strict ideological variations of Libertarianism. Even organizing into a coherent political party/entity, let alone a nation state, is in of itself not Libertarian
There is a strain of anarchism called "Voluntarism" which discusses forming new social contracts with the actual consent of the governed.
That is what this is.
