National Grid in the UK is partially responsible for the power in NE USA and without wishing to dox myself I can say with confidence that I've never heard of Black Eye.

I heard about some astonishingly lax security in certain aspects of the grid and I worked on projects to plug those gaps, so I know enough that I would have heard about it if it were some kind of technological (digital) defence mechanism.

Also, there are far easier ways to take down the grid than by electronic means, so perhaps BLACK EYE is referring to some kind of physical defence protocol?

I did find one reference to an 'eye in the sky', but it seems to be mainly about using satellite imagery to detect changes to the grid. Couple that idea with starlink (elon connection) and that might be related..
