During a time of legally declared Martial Law, the military tribunal system can be used and that legal code would be the UCMJ. But it hasn't been done since the Japanese Internment

So a time of racist hysteria, great.

Martial law was not declared at that time from what I have read. And the Supreme Court overturned this in the Endo decision. So it went through the civilian courts
