The CBO scores budgets and bills based on Static analysis... as if no one would alter their spending or money habits, do nothing to shelter their assets, and they NEVER consider things like increased consumer spending that goes along with tax cuts. So if the CBO says there will be a $2.8 Trillion deficit reduction, you can probably count on it being more like $5 Trillion, if not more.
