VPNs are a great idea for surveillance. It is what I would do.
Imagine, you could try and hack into billions of Internet connections of mainly uninteresting people or you could concentrate all those people with secrets into a small number of places. Your hit rate to find something interesting would go through the roof.
So, set up some VPNs, tell everyone how safe they are and make sure your backdoors are all in place.
Just be sure the writing on the notes isn't facing up so the spy satellites and observation drones can't image it
