I'm not sure if Iran was Russia/China driven, but I thought perhaps it's a UN playground like Ukraine. I know Iran signed on to BRICS but Russia doesn't seem to be going out of it's way to support the IRGC right now - at least for reports I saw that could be false due to fog of war.

Syria was both Russia and CIA, where Russia backed Assad, and Obama started ISIS to overthrow him.
