Could Finland give that discount if it had to pay its own defense? America pays Finland's defense.
Don't be so desperate. Every year Finland has been in NATO at least 2% of their GDP has been spent on defence.
That number would be significantly higher if Finland had to pay its own defense and America wasn't protecting Finland.
