Personally, I don't buy into that theory. I have watched China too long to see that even being a thing. Trump and Putin working together - that I can see - but Xi, no way.
What about the whole ...media attacks xi but not the CCP. Soros, Bill Gates all went after Xi but not CCP.
This whole "he's a dictator and he's gaining absolute power" thing - perhaps there's another angle - what if he's using said power to dismantle the CCP

Most of the policies Xi has put into place double down on what Mao did. He has moved the country, and the party, back into the days of the cultural revolution. The Great Firewall was initiated under Xi and the censorship is off the charts. Hong Kong was squashed like a bug under the new security laws. He plans on doing the same thing to Taiwan. There is no freedom of speech in China.
The same authoritarian control Xi has exercised in China is being exported to other nations under the BRI. Poorer governments with corrupt officials are being helped by Xi to crack down on their own citizens to secure their own power using the same surveillance tools as in China.
The reason all the focus has been on Xi himself is because he moved away from CCP collective style of governance back to one man party rule, just like Mao. Xi brought back the personality cult of Mao. Everything is about Xi and Xi thought. He even required the teaching of Xi thought in schools. All government workers were required to use an app for Xi thought and his book was required reading. His face was plastered on multiple billboards all over China promoting Xi thought. Xi is the center of everything in China - there is no room for the party because Xi is the party.
Xi makes all the decisions and holds all three main power centers of the CCP - party chairman, head of the military, and president. That has not been done since the days of Mao who exercised absolute and complete control under a cult of personality. Xi changed the constitution to give himself lifetime rule. No dissent is allowed and he rules through fear. Those he deems disloyal are removed or disappeared. Only the loyal have access to him. The corruption purges have been a smoke screen to solidify and centralize his power under the Xi faction and remove all others. Government workers are paralyzed into "lying flat" - too afraid to do anything but follow orders that come from the top - Xi. He has built more detention centers over the last few years to house dissenters. Freedom of religion - forget about it. All forms of public protest or large gatherings are harshly and quickly dealt with in the name of stability maintenance. People are beaten and arrested.
Xi just put into place a new rule forbidding gatherings of more than two people by anyone that works for the government. Foreign travel is being restricted and passports are being seized - even teachers. Average citizens are being denied exit visas. The borders are slowly being closed. All communication devices are subject to inspection on demand. People are disappearing on the streets without a trace - including children and babies. Live human organ transplants are at record numbers. Where do those organs come from? Under the CCP things were bad, but since Xi came into power it is now on steroids.
So, if it looks like a dictator, walks like a dictator, and talks like a dictator then... This is not an act. Ask anyone in China that has to live under his authoritarian rule. The CCP is still bad and needs to go. But under Xi, it has risen to a whole new level of evil.
What do you see as a way out of it? It's not like Trump is going to use the us military to overthrow the CCP. Personally I don't think anything short of someone internally dismantling the CCP would work.
All the outside pressure in the world wouldn't. Just look at the great leap backwards and cultural devolution as you've mentioned.
