Not disagreeing necessarily but have you thought of this angle.

What is the difference between:

NOT paying for illegal healthcare
Arresting any illegal alien a time they seek healthcare reimbursement.

IOW. of they pop their heads up to seek free healthcare, they get whacked back across border.
