Could it also be that many are in hiding laying low I mean they weren't all removed.
I'd say about 80 percent are gone from where I live, and it's a Sanctuary state. For a few months you'd see them making stealth shopping runs, one person would go in the store and there would be one or two lookouts outside. Haven't seen that in about a month.
